Data and method

Every number on this site comes from 5 public releases. For each one, this page gives the publisher, the exact file, the filters, and the joins, then the steps to rebuild the tables in a spreadsheet. The CSV files hold each table with its column definitions, so an office can check the numbers against its own pull.

Completions

PublisherU.S. Department of Education, National Center for Education Statistics (NCES), IPEDS
Dataset and releaseIPEDS Completions, awards conferred July 1, 2021 to June 30, 2022, by 6-digit CIP code and award level

Next expected releaseNot stated by NCES or the Urban Institute

The query for each institution is https://educationdata.urban.org/api/v1/college-university/ipeds/completions-cip-6/2022/?unitid=UNITID. The Urban Institute labels the 2021-22 award year as year 2022. The same counts are in the NCES file C2022_A (awards by 6-digit CIP code, award level, race and ethnicity, and gender, July 1, 2021 to June 30, 2022), in the IPEDS Data Center.

Filters: majornum 1 (first majors), sex 99 and race 99 (all students), every award level, and every CIP code except 99, which is the institution's grand total row. The program rows are checked against that grand total row, level by level, and they match for every institution. In the NCES file the same filters are MAJORNUM 1 and the column CTOTALT, with CIPCODE 99 left out.

Award levels as the Urban Institute codes them: 7 bachelor's, 8 postbaccalaureate or post-master's certificate, 9 master's, 22 and 23 doctor's (research or scholarship, and professional practice), 4 associate's, and 30 to 33 certificates below the bachelor's.

The 8 institutions are the degree-granting institutions in Spokane County in the IPEDS directory. The directory lists none in Stevens or Pend Oreille counties.

Washington State University reports its Spokane health sciences campus under its Pullman UnitID 236939, so those awards cannot be separated and are not counted. Branch sites of institutions based elsewhere report under their parent and are not counted.

The sheet CIP-SOC has 5,903 usable links after the rows with SOC code 99-9999 (no match) are dropped. CIP codes join to IPEDS on the 6-digit code written with a period (11.0101); SOC codes join to the ESD files on the 6-digit code with a hyphen (15-1252).

This site adds 6 links to the NCES file, listed in added-links.csv: CIP 11.0101 (Computer and Information Sciences, General), the code EWU reports its computer science degree under, to SOC 15-1212, 15-1231, 15-1251, 15-1252, 15-1254, 15-2051. NCES links those occupations to 11.0701 Computer Science but not to 11.0101. To match the NCES file exactly, leave these 6 rows out.

Last refreshed (downloaded)June 23, 2026
Newest release from the publisher2024 to 2034, posted October 2026
Next expected releaseNot stated by ESD

Rows: WDA name equal to Spokane (the Spokane Workforce Development Area, which is Spokane County) and SOC level 4 (detailed occupations). Openings are column Q, "Average annual total openings 2023-2028". Employment change is column I (2033) divided by column E (2023), minus 1. The file's newer edition, 2024 to 2034, replaces this one on the ESD page.

Wages

PublisherWashington State Employment Security Department (ESD)
Dataset and release2025 Occupational Employment and Wage Estimates (spring 2024 survey panels, wages updated by ESD to the second quarter of 2025), file oews-wa-2025.xlsx, sheet Spokane-Spokane Valley, WA MSA
How it is obtainedDirect download from the ESD wage estimates page

Release used2025 estimates
Last refreshed (downloaded)June 23, 2026
Newest release from the publisher2026 estimates
Next expected releaseNot stated by ESD

The median annual wage is column F, the 50th percentile hourly wage, times 2,080 hours. The ESD file defines the Spokane-Spokane Valley metropolitan area as Pend Oreille, Spokane and Stevens counties. The federal definition of July 2023 has only Spokane and Stevens counties. A dash in the ESD file means the estimate is not published; the site shows "not published".

Job Zones

PublisherU.S. Department of Labor, Employment and Training Administration, O*NET

Next expected releaseNot stated by O*NET

An ESD SOC code such as 29-1141 is matched to the O*NET code 29-1141.00. When O*NET has no .00 code, the site uses the Job Zone most of that SOC code's detailed O*NET codes share. Since the 30.2 release O*NET merges Job Zones 1 and 2 and codes them 2. The openings page shows Job Zones 4 and 5.

Recipe for a spreadsheet

Completions by program and institution

  1. For each UnitID above, run the query in the Completions section, or open NCES file C2022_A.
  2. Keep rows with first majors and all students (majornum 1, sex 99, race 99).
  3. Set aside the CIP 99 rows. They are the institution's totals by award level and serve as the check.
  4. Make a pivot table: rows are CIP codes, columns are award levels, values are the sum of awards_6digit.
  5. Check that each award level column adds up to the CIP 99 row. For EWU the grand total is 3,463, with 2,202 bachelor's and 980 master's.

Projected openings and awards in linked programs

  1. Open the projections file, sheet alternative_occupations_2025. Keep WDA name Spokane and SOC level 4: 723 rows.
  2. Add the median wage from the wage file's Spokane-Spokane Valley sheet, matched on SOC code, times 2,080.
  3. Add the Job Zone from Job Zones.txt, matched on the SOC code plus .00. Keep zones 4 and 5: 246 rows.
  4. For each occupation, list every CIP code the crosswalk's CIP-SOC sheet links to its SOC code, plus the added links.
  5. Sum the program totals from the first recipe over those CIP codes, for EWU and then for all 8 institutions.

Worked example, Registered Nurses, SOC 29-1141: ESD gives 1,950 openings a year for 2023 to 2028. The crosswalk links 21 nursing CIP codes, 51.3801 to 51.3899. Awards in those codes in 2021-22: EWU 39, Gonzaga 239, Whitworth 27, Spokane CC 76, for 381 in all and 39 at EWU.

Scripts

The build is 2 Python scripts, siam_data.py, which reads the raw files and does every step above, and build_site.py, which writes these pages and the CSV files. They are in a private repository. The recipe gives the same totals without them.
